Civil Servant Training System In Singapore And Its Enlightenment For That Of China

Training is an important part of human resource development, training the civil servant is essential for civil servant human resource development and improving civil servant's quality. In our country, it is not a long time for the practice of civil servant system, the civil servant training system is set up initially and needs to be continually perfected. Singapore government is famous for its probity and high efficiency, it is related to its high quality civil servants. Civil servant training system of Singapore developed from imitating to setting up its unique training system which adapts Singapore, the experience is good reference for our country. This article bases on the experience of Singapore civil servant training system, and our country's reality, points out the reference significance from Singapore's experience.In this paper, Singapore's civil service training system is narrated in a systematic way , Singapore's civil service training institutions are of quasi market, the workers and their supervisors determine the training content together, the government brings in capacity model to assess the result of training , uses many ways and methods in training , dates the training content as time goes , these aspects supply our country with valuable experience for reference. Our legal system of civil service training system is imperfect , the training institutions lack competition , the ways and methods of training is old , the ways of determining training content is not scientific enough. The study is based on enlightenment from Singapore's civil service training system , and arise some proposals of improving our country's civil service training system , namely improve the legal system, stimulate competition of training institutions, update the training contents on time and use a variety of training methods, and so on.Our country's civil servant training system should be improved at legal system, training organization, training content, training methods, training's guarantee ways, etc. Especially for that our organizations lacks competition, the training measurements are difficult to work, our government should do more work on these two aspects.
