The Research On The Sustainable Development Of Alxa In Inner Mongolia

As a scientific concept and development strategy, sustainable development has been got widely recognition and attention worldwide, and how to analyze and evaluate quantitatively the sustainable development level of the region, has become the frontiers and hotspot which studied emphatically by the numerous domestic and foreign research institutions and scholars. It has been for ten years since the Western Development, almost fields of economy and society in Alxa have made considerable progress, yet how to overcome the current adverse conditions and preserve this growth momentum, which demands that we must take sustainable development road unswervingly. It is a time that is the thirtieth anniversary of the establishment. Therefore for Alxa, we should base on the actual characteristics of areas, evaluate and measure the level of its sustainable development scientifically from the quantitative point of view during the decade of western development, which has highly theoretical and practical significance at present.Firstly, this paper reviews the domestic and international research on sustainable development, redefines the specific meaning of sustainable development, and summarizes the development and problem in the resources and the environment, economy and society in view of Alxa's actual situation. Secondly, we combine Alxa's development characteristics of 2000-2009 years and use sustainable development of existing research results at home and abroad for reference, adopt integrated methods to filter the selected indicators, and finally construct a multidimensional sustainable development comprehensive evaluation index system of Alxa. The index system divides sustainable development ability into environmental, social, economic three subsystems, including a total of 50 indexes.Then according to the designed evaluation index system, on the basis of collecting Alxa's initial data of 2000-2009 years, the paper makes the standard treatment by the subjection function aiming at unifying dimensions of all indexes. The paper adopts AHP to calculate weight of each index, and utilize the add-weight model to try to get En, Ec and Sc value of Alxa's from 2000 to 2009, then use Level Index, Sustainable Index and Coordination Index three comprehensive appraisal indexes to analyze the overall level of the Alxa's sustainable development. Through above study, the paper find that Alxa is steadily moving towards sustainable development with a strong sustainable capability, a harmonious development condition is kept among the resources and environment, economic and social subsystems.However, the Sustainable Index and Coordinative Index of Alxa are in a fluctuation state, the level of sustainable development is still at a low stage,so there are still some deficiencies and the places need to further improve in the development process.Finally, seeing that the exposed problems and deficiencies in the development process of Alxa, the paper puts forward some countermeasures and implementation suggestions to Alxa on sustainable development from the angle of conservatory ecology and infrastructures, improving quality and efficiency of economic development, ensuring and improving people's livelihood.
