The management system of position arrangement is required in public institution to improve the innovation of classification, deepen the innovation of the personnel system and income distribution. It is also absolutely significant to change the mechanism of human resource, transmit management from status to position, inspire the activity and creativity of every employee, and promote the development of public service. Position arrangement is fundamental step in the personnel system reformment of public institution.In this paper, the carrying out of the position arrangement management required by state government is first discussed, and further the position arrangement in public institution is examined. By evaluation the case of the practice of position arrangement in TJCGS, try to find out problems and analyze the reason. It indicates some reasonable proposal and strategy through theory of organization structure, work analysis and position arrangement. The paper try to offer general method in position arrangement, meanwhile provide corresponding strategy and cautions in the processes of advance work arrangement and carrying out the position arrangement.This paper contains seven parts: Part One, introduction, explaining the study background, purpose and significance of the study; Part Two, Outline of position arrangement in public institution, including the definition of the range, feature and present situation of position arrangement in public institution, design of organization structure, work analyses and determining the number of workforce etc., and review on the present situation of related study both in home and abroad reality; Part Three, the case of position arrangement in TJCGS, introduction to the TJCGS labor forces, explaining the case of position arrangement in TJCGS; Part Four, the problem and solution of the position arrangement in TJCGS; Part Five, the analyses of position arrangement strategy, provide corresponding strategy and cautions in the process of position arrangement; Part Six, Conclusion.
