As a kind of social organization with Chinese characteristics, public institution takes a very important role in the whole development of our country economy and society. Public institution is different from but has an intimate relationship with government. Supported by government and belonging to it, public institution performs both executive and public functions. It plays an irreplaceable role in culture, education, health, public services and other utilities. This paper bases on position establishment in Tanggu’s institutions, concludes development history of the new round of public institution reform with policies, then confirms that position establishment occupy an important place in the whole personnel system reform of public institution. By analyzing problems in position establishment of institutions in Tanggu, the paper put forward scientific foundation and reasonable proposals, and illustrates their rationality and operability.Firstly, public institution reform is an important part of Chinese administrative system innovation, and the reform of personnel system is the basic link of the public institution reform, because innovation in personnel system could promote other mechanism reform in institutions. This paper combines the actual conditions in our country, defines the concepts of public institution, position and position establishment as the logical start of the personnel system research in institutions.Secondly, according to Tanggu’s actual situation, this paper distills the problems in position establishment theory and practice of institutions in Tanggu, and then makes a deep analysis to the difficulties of the institution reform and formations which likes the stage of social development, economy, culture and politics, etc.Finally, this paper summarizes practice and theory exploration experiences, puts forward the principles and basis of position establishment, and provides strategy choices about optimizing position establishment in Chinese institutions. Moreover, this paper proposes the need and general plan of process reconstitution of personnel reform in institutions, and gives a deep development to the issue by using the related theories of job analysis. Position establishment in institutions can clear up the key steps in this process. After that, this paper takes position establishment as the core to give reasonable proposals in the aspects of recruitment, evaluation system, compensation incentive system, and termination management.
