Research On Law Services Of The Urban Community In China

30 years of reform and opening up, China's economic and political system led to profound changes in the integrity of the social structure changes. In the context of social transition, the construction of urban community committees began to replace the neighborhood office-the residents committee system became the basis of China's urban grass-roots units of society, play an important role. Community service is also only on this basis developed rapidly. With the development of the rule of law, the community as the basic unit of society, in the rule of law in other jurisdictions to play the role of the executive can not be replaced. Therefore, the construction of legal services to the community is important to study. By studying the theory of the urban community legal services and selecting the typical legal services to the community called "Hong Gong Park community" as an empirical study, we can analyze the operating mode of community legal services and features, summarize the administration plight of the Urban Community legal services during the transition period and find the causes. Drawing on the relevant overseas experience in community legal services, we can ultimately find the community legal service administration of urban problems of the path, in order to construct the contingent model of legal services of urban communities in China. This paper is divided into three parts.The first part describes the basic theory of community legal services. First, the article introduced the situation and features of legal services in the Hong Gong Park community, then focuses on the community legal services related to the emergence and development of the theory of the existence, including the civil society theory, theory of good governance and humanitarian theory. These theories of community legal service indicate the values and the principles, and play an important role. Finally, we give an overview of the Community Legal Service in China's history and indicate the great significance to build the community legal service in China. The second part as the key of the article, introduced the overview and features of the community, and then described the legal service centers of the community organization and the specific operational mechanisms in detail. By examining the operation of the legal services community, we can find a very serious administrative orientation. Therefore, the focus of this section is that having a comprehensive analysis to the plight of legal service in our urban community. We will present the Community Legal Services in the legal norms or others of the problems and causes which resulting cross-network ultimately be summed up as the phrase "one basis and two relations", and then analyzes the corresponding reason.The third part focuses on how to get rid of the plight of this nature to find a reasonable path. By studying the introduction of both the operation mode and the community legal services abroad, we get to the conclusion based on the reality of our society that the cooperation mode between government and community is the best choice for our urban community of the legal service to develop, and then elaborate aspects to carry out.
