Since the reform and opening up30years, the political order has gradually transform from privileged, inequality, closed politics to universal, equal and open political. This puts forward higher requirements to the change of promoting the governance art, rely solely on the Country’s own forces have been unable to meet the needs of social development. In order to enhance the legitimacy of the government, to achieve the ability of improving governance, to realize the ultimate goal of the maximizing public interest, building a good governance model that able to accommodate multiple main body of social power is very urgent. Civil society organizations have played an important role in correctly handle the relationship between state and society, promote effective citizen participation in social cooperation, establish the legitimacy of state authority, and to promote collaborative governance community, and so on. In order to adapt to the development of society, we need to build civil society and promote the transformation of the concept of governance, and ultimately achieve the government’s goal of good governance. In order to build a healthy civil society, we must promote the reform of governance paradigm, and establish an inter-governmental mechanism for effective dialogue with citizens, law, efficient, transparent and accountable system environment.The first part of this article explains the construction of civil society is the social basis of the government to achieve good governance. Good governance and civil society has the fit place in many aspects, such as law, service, democracy and synergy. In the process of achieving good governance of government, civil society can contribute to enhance the legitimacy of the Chinese government, to promote democracy building, prompting the Chinese government from the "official position" to "people oriented", to assist the government to provide citizens with better public goods. The second part analyzes the evolution and ought to be state of the relations between civil society and government, and the real path to civil society participation in public affairs governance. The relationship between civil society and government has evaluated from the civil society controlled by the government to the Relationship of independence, equality, mutual trust, cooperation. Currently civil society can participate in public affairs collaborative governance, through participating policy development, providing public services, coordinating the interests. The third part is an overview of the practical difficulties of civil society building and the situation of government responsibility lacking. In the process of civil society building has some drawbacks, such as lacking of non-governmental, autonomous operation is not sufficient, management and supervision of non-standard and development is uneven. In the civil society building, the government failed to provide a favorable cultural, institutional, legal environment, and give a balanced funds support. The fourth part explains the responsibility of the government in the construction of civil society should are:the construction of modern political culture, providing a favorable cultural environment for civil society; improving democracy and legal system, provide a favorable institutional environment for civil society; promoting good governance in government construction, providing a favorable administrative environment for civil society; balanced financial support to provide strong support for civil society resources.
