Preliminary Study On The Government Information Communication System Under The Public Management Philosophy

The communication phenomenon of government information emerged when the government had been established in human society. However, we started to research this phenomenon carefully in the last 3 decades. So research on the government information communication is an ancient subject but it developed rapidly. In this paper, only a preliminary study in which a very narrow area, government information communication system, is summarized as follows:First of all, the author believes that the government information communication system would be recognized from recessive state, only with the maturity of society developing conditions which grew up from traditional model and bureaucracy model to new public management. As the background of government information communication system, the influence of public management philosophy is the premise of this research.Secondly, the government information communication system is inspired from the concept of government dissemination which derived from the concept of information and government information, under the guidance of public management ideas. The author observes and interprets the philosophy with multiple perspectives of public management. On this basis, the author analyzes the elements, structure and operation mode of this system.Moreover, the government information communication system gives full expression to the concept of public administration, specifically in the communication principles, mechanism and administration of government information communication system which are discussed deeply.Finally, the structure of government information communication system is discussed with the internal reform of government, the cultivation of market and social forces, and some other interrelated elements. The operating instructions and specific initiatives will be concluded from this paper, as well as the perceptual knowledge.
