Research on the Accountability System under the Background of GovernanceAccountability system is a kind of system about the responsibilities of the public sectors'all behaviors and its results, which could enhance the effectiveness of public power'exercise, improving the reform and perfection of public sectors, improving the quality of public services, finally defusing social contradictions, finally defusing social contradictions and maintain society sostenuto developping continuously, through standardizing public power, ensuring power and responsibility equal. Accountability system'implementation is the results of modern democratic politics and the precondition of realizing responsible government.Since the beginning of the 21st century, high complexity and high risk which are from information technology and economic globalization, and the development of governance theory bring us into the age of governance, which impact the development of our country. Under the background of governance, our national'citizen consciousness is gradually strengthening, and the society is more and more concerned with the responsibilities which public power must undertake in its using. That is equal with responsibilities emphasized. At the same time, with the developing of governance, many changes have taken place in social government'concept, subject, object and ways. This also makes power departure from responsibility to some extent. These all brings challenges and difficulties to the accountability system'developing. Nicely solving these difficulties not only could promote the further development of China's governance, but also be beneficial to form new pattern of social management that party committee leading, government taking charge , public participating, society cooperating which is emphasized in 17th CPC national congress. Consequently, this article is on the discussion of influence to the accountability system from the governance'change, which is received through reading related literature, comparing and systemic analysis, and the introducing of accountability system and governance theory. Contacting with the difficulties from our country'practice of accountability in the process of governance, I give the corresponding countermeasures at last.Based on the above, this paper includes five parts:Part 1, on the introduction. Mainly introducing the research origin, research contents, research status and the related concepts'definition.Part 2, on the development of accountability system. It Mainly includes two aspects: firstly, introducing the main components of accountability, the theory foundation of accountability system and the operational mechanism of accountability system in theory; Secondly, briefly narrating the developing situation of accountability system in the western and China in the practical level.Part 3, on the analysis in accountability'changes under the background of governance. It is Mainly about the changes of social governance concept, governance subject, governance object and governance way in the process of changing from traditional government to modern governance ,and the changes of accountability system based on above changes.Part 4, on the questions and difficulties happening from accountability subject, accountability object, accountability content and accountability way in our country'practice in accountability system.Part 5, on the countermeasure in the aspects of legal construction, system construction, accountability culture construction and related mechanism construction to the existing questions in the developing process of our country'accountability system under the background of governance.
