This paper researches on the implementation and perfection of human resources performance management of prison enterprises in Jilin Province. The core of human resources management is performance management, which is becoming a sharp weapon of organizations to win the competition advantages. The best organizations all attaches importance to performance management. Building an effective human resources performance management system and strengthen the executive force in each level is critical to propelling organization development, raising organization performance and realize organization's goal and strategy. Through the explanation of the theories and development status of performance, performance management and human resources management, this paper introduces the connotations and contents of performance, performance management, and the basic means of performance appraisal, the whole process of performance management including preconditions of performance implementation, the performance plan, performance execution, performance valuation, performance feedback and the refresh of performance plan. Also, the paper analyses the meaning, contents and features of current government human resources management. The paper presents the current status of our country's prison and prison enterprises'structure, and analyses the basic features of our country's prison enterprises and the functional orientation of the prison enterprises after the reform of prison system. The paper introduces the overview of prison and prison enterprises of Jilin Province, the organization structure and current human resources performance management system after reform of prison system. Taking the development status of prison enterprises of Jilin Province after prison system reform as example, the paper analyses the features of prison enterprises'human resources performance management, and proposes measurements of perfecting the human resources performance management of Jilin Province's prison enterprises, in view of the existing deficiencies in the implementation of performance management of Jilin Province's prisons including setting and defining strategic goals, the rationality of position setting, the comprehensiveness of performance appraisal method, and the feedback and communication of performance information after the prison system reform. The paper tries to survey the problems and deficiencies in the current human resources performance management in prison enterprises through a new angle. By defining the strategic goals to keep the consistency of overall goals; by perfecting organization system and clear the job descriptions to plan and develop the human resources; by surveying and analyzing adding dimensions to performance management and introducing 360°evaluation method to build and perfect a more comprehensive performance evaluation and information supplying system; by trying to build a perfect organization structure which suits the special mechanism of prison enterprises to inspire and encourage the staff in the prison enterprises; by establishing a good communication and feedback system to enhance the constant communications in the prison system.Through researching and proposing the perfection strategies of human resources performance management of Jilin Province's prison enterprises, the paper tries to perfect the human resources performance management system of Jilin Province's prison enterprises, so as to raise the overall quality of the managers of prison enterprises and better the human resources development in the prison enterprises, which will build a solid human resources foundation to realize the prisoner-reforming and economic functions of the prison enterprises.
