Along with the development of social informationization, there have been remarkable achievements in construction of e-government in China, while many problems are existent in the process of it: more attention paid to electronic than government affairs; more attention paid to hardware than software; more attention paid to construction than integration; more attention paid to technology over service and so on. And concurrently in the process of e-government system construction various government sectors under more circumstances start from their own Business and use their own ways to storage information resources separately, leading to the occurrence of a large number of cross-functional and trans-regional information islands. The existence of these information islands has become a serious impediment to the development of e-government and the construction of social informationization. Therefore, it is imperative to solve the trans-regional and cross-functional business collaboration.For this reason, in this paper a propose of e-government model based SOA will be offered which is e-government service centered and integrates the IT resources organizations required in the process of government affairs as service into more powerful services by packaging them in order to solve new problem and to meet the public's constantly changing requirements . In such a way it not only makes full use of existing systems; reduces development costs, but also affords lessons for solving the problems such as information islands, data integration and resources sharing in the developing process of e-government.In this paper the design and implementation techniques of e-government model based SOA is mainly discussed, including the e-government information resource sharing and security mechanisms in the process of model implementation. The approaches are as follows: firstly introducing research status and research background about SOA and e-government at home and abroad , secondly explanting SOA-related theories, system architectures and implementation methods, and comparing the traditional method with SOA method used in the process of e-government construction, thirdly discussing the design and implementation of e-government model based SOA including the e-government information resources sharing mechanism and security mechanism in the process of its realization; finally, summarizing and prospecting the results .
