In a democratic society, civil society has become one of the main political participation, in order to further explore the modern relationship between modern civil society and democracy, it is necessary to card the development of civil society. Since civil society came into being, it has been mainly through the following processes: civil society is synonymous to political society; the dichotomy between civil society and political state; the trisection among civil society,political state and economic society. And since civil society developed to today, it has much more modern meaning and richer content, so it is need to define the concept of modern civil society. Throughout the whole process, we can found the democracy,rationality and orderly coordination of the inner spirit in civil society is in consistent with concept of democracy. Besides, the development of civil society arena which plays an important rule to enhance the civic awareness, help to train public reason of citizen,conduce to the expression of public opinion,promote the overall development and transformation of the government and enrich public space. From this point of view, an effective orderly and broad political participation of civil society provides a solid foundation for achieving democracy. But in practical level, it is more complicated. The government has set out the related regulations for the development of civil society, provided a more favorable environment for political participation, increased the number and variety of civil society and played a positive role as well, however, because of itself limitations and external conditions, the development of civil society and political participation still face many problems, such as: a tool for the government, serious bureaucracy, deviation from original object, time and space's limitation, and so on. To solve these problems, both the Government and civil society itself should take positive and effective measures. Essentially, it is need to improve the quality of citizen, mainly by through comprehensive education and correct guidance of public opinion to achieve it. Secondly, the government should guide the civil society reasonably in order to realize its sound development. In addition, it is need to ask for public opinion broadly and strengthen the protection mechanisms, so that the civil society can develop healthily and rapidly. The broader of political participation, the more developed of civil society, the more democratic of society.
