In september of 1987, professor Wang Yunfeng and doctor Li Dengjiong set up an E-mail node at ICA and sent an E-mail to Germany successfully with "Across the Great Wall we can reach every corner in the world." as its contents. From then on, the internet has been developed for more than 30 years in China, but its technology being used in plitical area and realizing its democratic values has only for 10 years, so "cyber democracy" is a new political phenomenon in China, and the research on it is ongoing and inadequate, for example the research process of Chinese scholars, they usually pay more attention on theory development, but the systematic research method has been ignored, all these cause theory and practice are separated. At this time, it is more important to research the development of "cyber democracy" systematically through empirical study. Through systematic combing and summary, this paper is devoted to understand and grasp the development of cyber democratical events more comprehensively, and then make the construction of "cyber democracy" in China more perfection.Generally, there are five parts in this paper:Introduction. The introduction of the background of cyber democracy, the purpose, gist and practical applications of this paper, and related concepts and research status at home and abroad of cyber democracy,The first chapter:The development of internet and "cyber democracy" in our country. Through sumerizing the four steps of the development of internet and three peaks of the "cyber democracy" in our country, the great potential of "cyber democracy" is visually displayed.The second chapter:The analysis of the typical cases of "cyber democracy". Through the research of the causes, processes and results of seven different kinds of "cyber democracy" cases, their general characteristics, and significance and subtext are sumerized. The third chapter:The dilemmas facing the development of "cyber democracy" in our country and its countermeasures. Through the analysis of three typical cases, three different dilemmas (legal system, ethics and technology) are sumerized, and then its solutions are proposed.The fourth chapter:The practice of "cyber democracy" abroad and thinking the aproaches to improve and perfect "cyber democracy" in our country. Refering the latest practice of "cyber democracy" in the world, taking America, England, Japan, South Korea and Canada as examples, the approaches to improve and perfect "cyber democracy" in our country are seeked.Through the discussion of this paper, such a view is being expressed:As a new form of democracy, "cyber democracy" is quietly changing our political ecology, and providing a new method for democracy. This isn't just a theory of consciousness from academic sense, but more important, it has been a direct reflection of the development of a new democratic form in our country.
