The operational mechanisms of market for enterprises, environmental conditions and technological basis in the E-commerce environment have been changed heavily, so, the changes of enterprise operations and management environment would greatly influence enterprise management. Thus, how to apply E-commerce to enterprise aiming at shaping new enterprise competitive advantages is the urgent problem that our enterprises have to face. For this, it is nature that we put forward three fundamental problems, which are "what's an enterprise E-commerce", "why an enterprise developes E-commerce" and "how an enterprise implements E-commerce". About the three fundamental problems, in this paper, the author has constructed a research framework in which the theory of value chain, the theory of trade costs and the theory of business process reengineering are united, trying to combine the latest research achievements of net economy with the E-commerce application progenies and problems all over the world together, and systematically considering the challenges of E-commerce that we are facing. In this paper, the author has attempted to summarize the developing measures of E-commerce in traditional enterprise by applying the theory of marketing and business process reengineering in the view of combining the competitive strategies of traditional business with the features of E-commerce.First, in this paper, the author has researched the theory of E-commerce aiming at the problem of "what is the enterprise E-commerce". On the basis of defining E-commerce and bounding the compositional factors, the author has reviewed the history of evolution and development of E-commerce from management context and organization model, bounding the basic connotation of E-commerce in enterprise and analyzing the mechanism of an enterprise.Aiming at the second fundamental problem, the author has reconstructed value chain model of enterprises in E-commerce environment and systematically analyzed the invigorative power of implementing E-commerce for enterprises at the two aspects of driving and stressing, through which the author draws the conclusion of the transferring certainty of E-commerce for enterprises. Around the problem of "how an enterprise develop E-commerce", the author also has analyzed the whole developing status and the lag developing cause in our country on the basis of investigating questionnaire, on the basis of which, the author analyzes the developing layers of E-commerce in enterprise, puts forward the models of developing E-commerce in enterprises, and constructs ESMP analytic framework in which enterprise could select its own E-commerce model. When an enterprise concretely develops E-commerce system, it can takeadvantage of the software engineering method. To ensure enterprise to implement E-commerce successfully, it is necessary to reengineer the operational process and to establish new organization and structure fitting for E-commerce. Finally, in this paper, the author takes Northwest NO.4 Engineering Company of Electric Power Construction of China as an example to architect an E-commerce strategy by using above instructional idea, which gives reference of how to start E-commerce to the similar enterprises.
