Practice And Research On The Models Of The Education And Training For The Cadres Of Rural Areas In Yingkou

Currently, the Yingkou rural grassroots cadres accounts for about 35% of leading cadres across the region. Promoting the idea and the resolution of the Party, contacting and serving the peasant masses depend on grassroots cadres in rural areas, which have become the basis of all the work and fighting of the Party's grassroots organizations in rural areas of Yingkou. The level of cadres' quality which is in large part through education and training to achieve will decide how much they play the role. The model of education and training of cadres covers the cadres training, education, philosophy, content, methods, management and other aspects, which directly affects the quality of education and training of them. Therefore, researching and exploring effective mode of education and training of rural grassroots cadres is the key to strengthen and improve education and training of grassroots cadres in rural areas, but also reinforce the work of the Party's grassroots organizations in rural areas in an important way, which is precisely the purpose of what this research project lies in.Over the past year, I have studied the evolution of education and training patterns of rural human resources in the world's developed countries and the development of its traditional model in rural China, focusing on empirical performance and analysis research into the training and education existing models in the grassroots cadres in rural areas of Yingkou. According to local conditions the latest improved model has been finally established. Main measures have been taken as follows:First, collect and study all the information at home and abroad. Focus on the representative dynamic study of patterns of rural education and training of human resources in the United States, Germany, Japan and other developed countries and the traditional model of building ideas in education and training of grassroots cadres in rural China. The theoretical basis of research is built by the rich and detailed documentation;Second, empirical research has established improved models. Using all kinds of literature data, we analyze and evaluate the main achievements and existing problems in Yingkou current mode of education and training of rural grassroots cadres. After that, we put forward an improved model of the selected ideas and methods, and establish the research project of a "small-type class+short-term academic+special training+practical investigation+militarized management" training model which has been included in Yingkou reform and innovation projects in 2010. A special research team has been set up to organize and train college graduates who have been chosen by the Provincial Organization department as a deputy country department stand-by leading cadres. This project has been experimented in Yingkou Party School;Third, summarize the research results.After six months of the pilot research and investigation, a framework for improved model is clearer and more complete, the operation is also becoming more practical and useful.From that, I systematically grasp regularity of education and training of rural grassroots cadres in Yingkou. After a summary of the new achievements, Yingkou rural grassroots cadres'customized training model has been formed with local characteristics.This has been used in training classes of Yingkou Party School.Through research and practice,I have further enhanced my creative execution in self-academic study. Established rural grassroots cadres customized training model research project was listed as one of the seven major reforms of the cadre and personnel system in Liaoning Province. Its practices was published in the 4th "Liaoning party building" in the year 2010 and the "Liaoning Party newspaper" on September 30, and it was also introduced at the meeting called "the reform of education and training of cadres in Liaoning province" held at the end of November this year.
