Crisis management capability is one important aspect of the CPC's governing ability. Whether the governments at different levels can deal with crises of all kinds is a significant yardstick to gauge their administrative ability. Over the past few years, public health accidents such as the H1N1, melamine-polluted milk powder, the pollution of Songhuajiang and bird flu posed great challenge to the government's ability to deal with crises. The paper is an analysis of the present situation of the governmental ability to deal with public health accidents with a case study of the government response to the H1N1. It points out the problems in that regard and reasons and puts forward some constructive opinions based on experience loaned from some typically advanced countries.
