Governmental public crisis management mainly includes the forecast, cure and resumption of public crisis. Effective public crisis management mechanism can fit the governmental public crisis management into an orderly and standard orbit so that the government can efficiently bring social resource into play when crisis occurs, and decrease the loss to the minimum level.Based on the recognition for crisis, public crisis and public crisis, this thesis firstly analyses the negative influence that public crisis brings, as well as the role that the government should act when replying public crisis. Aiming at replying the challenge that the governmental public crisis management met, the government of our country should adopt conscientiously effective measure, strengthen self public crisis management ability all-around. Further, in the Chapter IV of this thesis, the author summarizes the successful experience that comes from abroad. And then, in the last Chapter, this thesis put forward a whole train of countermeasures on establishing the government public crisis management system of our country, which include improving the public contingency legal system, establishing the public crisis replying network, as well as the forecast cure and resumption mechanism of public crisis, and setting up public crisis management information disclosure system.
