The serious railway traffic accident happened on July23,2011along the Yong-Wen line(refer to7.23tragic), incurred a shock at home and abroad. The State Council immediatelylaunched an investigation which lasted nearly half a year. As a result, total54of theconcerned officials including the former Railway minister, Liu Zhi-jun, as well as the formerdeputy chief engineer and director of Transportation, Zhang Shu-guang, were chargedseriously according to their responsibilities. This shows our government’s efforts anddetermination to implement our modern administrative accountability system with theresponsible attitude for the interest of our citizens. In recent years, after widespread via thepublic media, the philosophy of responsible government has been gradually recognized andaccepted, which has effectively promoted the implementation of construction of so calledboth responsible and service-oriented governments at all levels as a strategic plan. However,the building of the administrative accountability system in our country is still at the initialstage with many issues needed to be explored and improved continuously, which will befocused on and discussed in this thesis.The first part introduces the background and the significance of the accountabilitysystem, and then reviews on the research which has been done recently, and follows by thediscussions on some research methods; the second part deals with the relevant theory aboutadministrative accountability. Based on the concept and connotation concerned with theadministrative accountability system, its constituent elements and the theoretical foundationare fully described. The part acts as a base for the following discussions; the third partincludes the development history of China’s administrative accountability system, and thenthe future trend of this system development in our country is also analyzed in detail; thefourth part focuses on the running status about the current administrative accountabilitysystem in China. It begins with the introduction of the design and operation of the currentaccountability system in our country, and follows by the comments on its main characteristicsand existing problems based on the analysis about the system environment and operatingenvironment. Finally, the author’s view and insight on the causes of the problems are putforward; the fifth part is concerned with the exploration of the path of effective operation ofthe administrative accountability system in China. Based on the analysis before, this partmakes effort to determine an effective operation of the path and method related to theadministrative accountability system in our country.
