The Study On The Citizen Participation In Public Crisis Management

At present, with the accelerated pace of social transformation, all kinds of unexpected incidents continue to occur, the complexity of the various contradictions are increasing, Uncertainty in social life have markedly increased, frequent public crisis has inevitable become a major challenge in social management.So we have to conduct public crisis management. The Government as a public service providers and public affairs manager,playing a leading role in public crisis management. But the mere few government departments and professionals in emergency response force is not enough, must also have the social forces of the participation and support. Citizens should be involved in responding to public crises, but also can play an important role. In many countries, citizens participation in a crisis management as a subject, playing an active role in variety of unexpected events. Therefore, how to give full play to the public crisis management, and has become important issues that need urgent solution in the public crisis management, In this paper,5·12 of the Wenchuan earthquake as an example to illustrate the citizens to participate in citizen participation should play an important role in our public crisis management,followed by description the status quo of our citizens to participate in public crisis management, to explore the problems and their causes of citizen participation in public crisis management. At last, proposeing the the countermeasures base on current situation of citizen participation in public crisis management issues.
