Public crisis is an issue that no government can neglect. It poses a great challenge for China in its building of a harmonious society. However our government has attached more and more importance to public crisis management. Under a service government, citizen participation plays an increasingly stronger role in public crisis management.From the perspective of citizen participation, the essay gives an analysis of public crisis management. By illustrating implication and classification of public threat, it shows certain types of public crisis that the general public is allowed to get involved in as well as the concept, modes and approaches of public participation. The paper concludes that there is a lack of citizen participation in public crisis management. Thus it puts forward proposals on how to enhance public participation.By doing a theoretic study on citizen participation and public crisis management, a model for government-led public participation in crisis management is build. Meanwhile, by analyzing how government deal with devastating crisis of Wenchuan earthquake, the paper points out government's incompetence, and gives suggestions on corresponding measures that would help government to better regulate and guide public participation, thus enabling a faster, more efficient and low-cost solution to public crisis.
