Personnel management has been the focus of university reform. Since the implementation of the provisions on the appointment of 1993 "Education Law" and 1994 "Teachers Law" and 1998 "Higher Education Law", China has gradually affirmed the fact that the rule and practice of the university of appointment. It makes China post evaluation in the work of university staff into a standardized, regular and Law. Nevertheless, it is the recent thing that the university teachers and senior management to introduce the school as an intellectual collaboration of human resources capital. Under the guidance of a strong "education power" policy, university positions as the development of intellectual resources has in gathering human resources. Thus, colleges and universities have to increasing the talent and incentive measures to introduction of human resources.At the same time, universities are also facing the problem of the labor contract of schools and various human resources among schools. The issues including but not limited to wages, benefits, conditions of protection, confidentiality provisions, breach of contract and so on. Before the promulgated new "Labor Contract Law", to settle the main labor relationship problems between the school and its hire teachers, administrators, support staff is o rely on "Teacher's Law" and "Labor Law". And, there is a big administrative. After that "Labor Contract Law" promulgated and implemented, it had created a greater direct role, namely:(1) provides a methodological dimension to understand the nature of labor of universities' workers; (2) construction the foundation the equality of rights and obligations of teachers and schools; (3) provides an ideological principles and measures and methods to the overall progress of teacher employment, so that our university teachers employed was greatly changed. Thus, our country's universities implementation of hiring system among staff at all levels in the school and contract management of human resources.Contract management is the foundation of Human Resource work. Through contract management, it can make the university to the administration of human resources management, and able to establishing a correct thinking of equality and importance of between the University and human resources in the management work, and able to create good conditions for full mobility between the University Human Resources. Thus, it is an important aspect currently in line with the norms to Strengthen the management relations between the university and human resources. The full implementation of "Labor Contract Law", not only will have strong motivational for teachers, administrators, support staff in the universities, but also will have constructed the solutions and ways for the problems that it had not resolved in the past, such as social insurance, not-fixed term labor contract, breach of contract and terminate the contract, etc. It can make the work of employment contract management of university be greatly improved. Of course, only have the law "Labor Contract Law" is not sufficient completely to solve the all current problems of recruitment of the university. To this end, we need to fully study and learn from excellent management experience of human resource and contract of other countries, such as the United States, Japan, Germany, Australia and other countries, to lay a good foundation in theory and practice for China's model, system, mechanism of Human Resource Management.
