A Study Of System Innovation Of Rural Crass-roots Democracy Under Building A Harmonious Socialist Society

For the first time, the Seventeenth Congress of the Communist Party of China brings the Grassroots Autonomy into the basic political system of socialist democracy with Chinese characteristics, and clearly brings forward that the development of Grassroots democracy"must be put forward as the basic and important project to develop Socialist democracy."As for our country, the "village" is the most basic unit of our society. How to expand and develop rural grassroots democracy, so that farmers in the villages can be the real masters of the country to fully exercise their democratic rights, is not only the major issue of democratic politics construction in China, but also directly related to the new rural construction and the harmony and stability of the whole society. At present, the development of grassroots democracy in the rural areas of our country is faced up with new and higher requirements. To further to improve autonomy, and promote the "Four Democracies" need to find a breakthrough in the innovation of systems. This paper reviews the history of the grassroots democracy development in rural areas of our country, grooms and compares some of the representatives and development models from , recognizing that despite great progress, there are also many problems and obstacles with the development of grassroots democracy in rural areas in recent years,. In this paper, the writer uses a typical sample of Qing County from Hebei province as a model to explore and propose a system of grassroots democracy in rural areas to further promote innovation and strategies.During the process of development of the rural grassroots democracy, Qing County actively explores new ways to improve the relationship between "Two committees ", and creates a new model of democratic governance in rural areas under the leadership of the Party, which is called "Qing County model". "Qing County model" has been spread to the whole county since the sixth county general election in February, 2003. In its implement of nearly 8 years so far, although there are still some shortcomings, the basic operation is good, meanwhile, this mode is welcomed and also supported by the majority of farmers. Further study on the system innovation of grassroots democracy in countryside, its obstructions and the mode in Qing Country deeply, will be very positive for the further grassroots democracy and the guidance in rural area. This paper is divided into six parts:Part one: Introduction. It is stating the background, the significance, the domestic and foreign researching review, researching methods under the background in the harmonious society.Part two: It is talking about relationship between building a harmonious society and system innovation of grassroots democracy in rural areas, explaining the origin and connotation of the harmonious society, and dialectic relations between the harmonious society and system innovation of rural grass-roots democracy.Part three: Cases, motivation and problems of system innovation of rural grass-roots democracy under building a harmonious socialist society. First mainly describing the successful cases, and then analyzing the motivation. At last, pointing out existing problems and defects.Part four: The empirical Analysis about system innovation of grass-roots democracy in countryside in Qing Country in Hebei. This chapter contains two parts, the first part introduces proposition and development of"Qing Mode". The second part commenting on"Qing Mode".Part five: According to the problems of"Qing Model"in practice, analyze it, propose solutions to this problem, finally the paper explains the mode inspiration.Part six: Conclusion. Summing up the whole paper,generalizing the signifiance and defects.
