Civil servants incentive system is one of the civil service management incentive mechanism. As a civil servant is an important system in the management of civil servant incentive system, there is a profound theory and legal regulations foundation, which includes: interest demand theory, flexible administrative behavior theory, bureaucratic system theory and incentive administrative behavior theory etc. Civil servants incentive system is an important component of the civil service management system part. Effective civil servant incentive system helps to constantly strengthen and improve the construction, not only civil service is helpful to improve the government's work efficiency, and still can effectively promote the government honest and government work quality construction. This article from our civil servant incentive system laws and regulations basis and connotation analysis, incentive system and the problems existing in the role of the civil servant incentive system, foreign significance and perfect our country's civil servant incentive system countermeasures of four main aspects, this paper analyses the existing problems and puts forward some corresponding countermeasures and measures.Promulgated by the 2005 civil servant law of the People's Republic of China "and" January 4, 2008 promulgation "civil servants reward regulation (try out)" and other laws and regulations, all is in theprovisional regulation on civil servants, on the basis of reward system for further revised and perfected. But the existing reward system still exist incentive insufficiency, abuse of authority and the rewards program does not reward public issues, must take to strengthen supervision of legislation, the reward supervision, the performance appraisal system, the consummation of the civil service award awarded condition, strengthen the standardized management, reward implementation consummation of the civil service award law system and countermeasures such as establishing reward liability system to continuous improvement.
