In recent years, In recent years, the civil service system has been perfected alongwith the deepening reformation of our government institutions and personnel system.The establishment of 《Interim Regulations Of National Civil Servants》in1993、 thepromulgation o《fnational civil servants laws》in2006and the printing o《fEstablish AndPerfect The System for Punishing And Preventing Corruption2008-2012WorkingPlan》in2008all suggest that our country has been committed to build a normal,scientific, reasonable and perfect system of status exiting of civil servant, which aimsto improve the government image,effectively improve the government efficiency,focus on shaping the service-oriented government and realize the goal of serving thepeople wholeheartedly. However, in the practice of the civil service system, themanagement of exiting continues to be an extremely weak link, and there are manyproblems that policies and regulations can not be effectively carried out, which leads tothe institution expansion, overstaffing and Inefficiency. According to that, it is urgentto conduct a thorough research of barriers and countermeasures and establish a flexibleand dynamic mechanism of human resources. Establishing and perfecting the exitingmechanism of our civil servants is not only the important content of the reform of theadministrative system and the focal point of the civil service system’s innovation, also isthe inevitable requirement for the new public service concept in the governmentmanagement and practice; except that, it not only has high degree of theoreticalconnotation, but also has rich practical value.The paper research is mainly divided into six aspects. The first part is the simpleconduction of the research background, the situation, the significance, the purpose, thethinking, and the study method. The second part mainly defines the core concept andsimply expounds the theory basis of exiting mechanism of our country’s civil servants:the human capital theory of the public sector, the new public management theory, thenew public service theory and the social action theory. The third part respectivelydiscusses the problems of the civil servants’ exiting, and conducts deep research ofreasons from three dimensions including of the legal system, organization’smanagement and social culture. The fourth part introduces the American, French andJapanese exiting system of the civil servants briefly, analyzes the significance、experience and enlightenment which we can learn from the developed countries and regions in establishing and perfecting the exiting system. According to our currentobstacles, the fifth part puts forward the countermeasures and suggestions combinedwith the successful experiences and practices of the developed countries. Theconclusion summarizes the main content of the paper, and puts forward the constructionoutlook of the civil servants’ exiting system. The sixth part summarizes the principalview of the research, and points out the research areas in the future.It is a kind of trend of the establishment and the consummation of civil servants’exiting mechanism, which not only includes the necessity and urgency, also has deepcomplexity and systematic. Along with the development of opening and reform anddeepening of the service government idea, it will be further to develop.
