Research On The Basic Framework Of Government Knowledge Management System And Implementing Method

During the 1990s, with the arrival of knowledge-based economy society, knowledge management officially boarded the stage of history. The economic base of knowledge-based economy society has changed from natural resources into knowledge resources, which made how to strengthen the management of knowledge become the focus of enterprise, organization and government. Although there is a certain amount of research on knowledge management at home and abroad, the government knowledge management system and government knowledge management implementation haven't been studied in depth. This paper, which researches the basic framework of knowledge management system and implementing method, both in theory and in practice, has certain groundbreaking and positive reality significance.Based on a systematic research on the theory, research achievement and application of knowledge management and the government knowledge management, at home and abroad, and the study of the understanding and demand of knowledge management of Chinese government, this paper tries to put forward a basic framework of knowledge management system suitable for our government. This system framework is designed from four aspects:the basic system framework model, system structure, topology structure and key technologies of system. In addition, in order to ensure that the implementation of government knowledge management will be successful, this paper also presents the implementing method for government knowledge management planning. This implementing method includes five steps:knowledge management start, knowledge management planning, knowledge management piloting, overall implementation and evaluation and improvement of knowledge management. What's more, this paper summarizes five key success factors to ensure the smooth implementation of the government knowledge management. Finally, the author sets Zhongguancun Management Committee an example to analyze the actual application of basic framework of knowledge management system and implementing method in government organization.
