With the continuous expansion of the enterprises organization and the increasing severity of the market competition, the practice of enterprises management also gets development, which brings to enterprises management theories broad developing spaces as well as new challenges.The core job for an enterprise to survive, develop and eventually gain competitive advantages is to build up effective performance management system. In our country, the management style of many enterprises is still on the empirical side, which embodies traditional personnel control toward employees of the enterprise. Then how to develop effective performance management within an enterprise, treating people as active resources to explore and exploit, activating employees' enthusiasm as well as initiative, becomes the key task and the predominant duty for enterprises management staff.On the base of the research on the Chengdu Panda limited corporation . the paper expounds the whole process of performance management system from two sides systematically and practically.Among which, specific jobs are under careful and in-depth discussion, such as basic jobs of performance management, the setting of the appraising index, the execution and control of the performance plan, the performance appraisal and feedback, etc.. The paper also puts forth practical suggestions. In the paper, the author points out in light of plenty of management cases and his own long-term work experiences that the process of the performance management should be " employees participation centered, employees development oriented, along with the effective and interactive communication". It stands out away from the traditional emphasis on appraisal and control, and current emphasis on participation and communication, emphasizing that the performance appraisal is only one part of the performance management process, and the performance improvement rather than the personnel issues decision such as salaries determination should result from the performance appraisal.The paper displays a complete picture of performance management system. and tries to set up a scientific performance management system, in a desire to offer a sample or an instruction both in theory and in practice.
