As a result, a lot of personal affairs turn into social ones and the mark for this change is the appearance of pulic areas between the personal families and the state. While People are engaged in production and labor in the public living space, they also create matierial wealth as well as spiritual wealth, and the combination of the two are called " public civilization".The public civilization construction has direct influence on the national order, social ethos and the cohesion of all social members, and is also an external mark for a society's civilization level and the basic support for a harmonious society. Strenthening public civilization construction plays an important role in cultivating people's high quality, setting up good social morals, creating a stable and harmonious social environment, constructing a socialism managerial system with Chinese characteristics and promoting the cultural and ideological progress.
