In recent years, with the rapid development of financial markets, the scope and contents of financial services have been expanding. Financial institutions can collect a large amount of personal financial information through a variety of financial services. As an important business resource of financial institutions, the financial information is of enormous economic value. Meanwhile, the financial sector has witnessed violations of financial consumers'privacy and the situation shows an upward tendency. Hence, it becomes an increasing concern in the whole world. Compared with traditional privacy, financial consumers'privacy possesses an apparent attribute of property. There is wide information gap between financial institutions and financial consumers. Moreover, with the digitalization of financial transactions, financial consumers'privacy shows its own characteristics, based on which, it is necessary to give special protection to financial consumers' privacy.European and American countries have developed a more sophisticated financial consumer privacy protection system. The US applies a sub-sector mode, which is very practical, to protect financial consumers' privacy and the EU adopts an integrated protection model, representing the world's highest level. Consumers' privacy protection in financial issues in our country lags far behind. So far, there has not been a specialized system for the protection of financial consumers' privacy, the relevant legislation is not systematic and the clauses of law are too abstract to practice. Building the mechanism of consumers'privacy protection should be based on foreign legislative practice and the domestic situation. The legislation should have specific provisions for financial consumers' privacy rights. The law code should define financial institutions'protection duty, improve the provisions of assuming responsibilities and remedy procedures.
