Using ROST CM software to do statistic (concept extraction) word frequency, and analyzed by the software Cluster and manual to find out the relationship between concepts, then build ontology.Finally, enter the Protege ontology visualization software into RDF/OWL language, to facilitate human-computer interaction.On this basis, the paper proposes a ontology-based information monitoring system, described the objectives, functions, architecture and evaluation of the prototype system.
