Due to the rapid development of modern society, the situation of rural grassroots is also often changing and developing, the new situation, the new question appear constantly to rural grassroots public management level put forward higher request, it also illustrates the extent of rural grassroots public management to strengthen the necessity and the urgency of study. How to establish and improve rural social management with a new pattern of rural grassroots adapted in public management system, how to strengthen rural party branch as the core, take the organizations of villager self-governance, collective economic organizations as the main body, mass organization and non-governmental organizations in the rural grassroots organizations for complement, is the current system of rural public management in the important problems needed to resolve, but also promote the development of rural economy strategic task.This paper on the basis of previous studies, systematically analyses the current situation of rural public management, this paper studies the current situation of the development of the rural public management of rural public management, some existing problems and countermeasures were introduced, and WuDa area in Inner Mongolia wuhai in ulam's for empirical research object, the proposed construction under the new situation of rural public management basic ideas and countermeasures of solution, and also some innovative method has carried on the preliminary research.The study of rural public management not only has theoretical significance, but also to improve the standard of peasants'living, promoting agricultural and rural strategic adjustment of economic structure, increase farmers'income, the comprehensive construction well-off society has high practical value.
