Research On The Public Regulation Of Public Crisis Participation Of Non Profit Organizations

In recent years,public crisis breaks out constantly in the worldwide,those who take part in public crisis management diversified.In the traditional public crisis management,the government bears the primary responsibility,but in the complex and diverse modern society,the ability of governments to deal with public crisis is limited.They need the help of social forces to manage public crisis together.Now,non-profit organizations have become the important force to handle public crisis with its unique advantages,but due to external environment and internal factors of non-profit organizations,there are still many problems existed in the public crisis management.It is important to resolve these issues that can make non-profit organizations participate more effectively in the public crisis management.In this paper,the study found that nonprofit organization in the process of participation in public crisis management,has much professional spirit and practical experience,can meet the diverse needs,so they play a very active role in the process of crisis management,and promote the management and resolution of crisis.However,in China,non-profit organizations involved in crisis management also face various difficulties,some non-profit organizations involved in crisis management activities are not so standardized;the coordination between the non-profit organizations and the government in the process of crisis management is poor,the effect of non-profit organizations in the process of participation in public crisis management cannot be satisfactory.The regularity that the government taken is not so scientific and so on.According to problems in the process of participation in public crisis management in our country,from the perspective of public administration,we can take some effective measures,then we can make full use of the advantage of non-profit organizations during the public crisis management.To overcome the non-profit organizations involved in crisis management and a series of defects and obstacles,and to play a positive role in the public crisis management,following effective regulation should be taken : the government should establish and optimize regulations on non-governmental organizations and give them more substantive rights;clarify the role of non-profit organizations in crisis management,and regulate the participation of non-profit organizations in crisis management,through strengthening the internal and external supervision for non-profit organizations,Set up specialized information agencies to ensure that the non-profit organizations orderly participation in public crisis management,strengthen the supervision of nonprofit organizations,then an orderly,forceful and effective law environment for non-profit organizations participating in public crisis management effectively can be effective.
