The great significance of equal access to basic public service is the just distribution of the citizens wealth, or the rights and responsibilities of national. According to the survey, so far, the situation of imbalance between urban and rural areas has not been effectively curbed, though the rapid economic development. Objectively, the situation directly restricts the overall, coordinated and sustainable development of economy and society, this judge is particularly prominent in the field of basic public service, such as compulsory education, health care and minimum living. The report of the 17th CPC National Congress points out that, although China is a big agricultural country, but the situation that the foundation of agriculture is remaining weak and rural areas are still lagging behind in development has not changed. Recently, despite the income of the farmers has grown rapidly for many years, the income gap between urban and rural residents is also growing. Data shows that, rural per capita net income of 4,140 yuan, but the urban-rural income ratio is as high as 3.3:1, in 2007. To achieve equal access to public service is a significant work carried out by the Government, according to the features that social economic development in the new stage and the expectation of farmers, it reflects the Government's people-oriented and highlight people's livelihood concept of governance. We should deeply understand that provide farmers with roughly the same basic public service to urban residents is major historical work. It is related to building new socialist countryside, the pace of urbanization in China, the development of people's livelihood, and long-term stability of Chinese society.In view of this, research on equal access to basic public service in rural areas is of great practical and far-reaching historical significance. This article is written in the context of this study. Firstly, Thesis is on the theoretical groundwork for an object of study, as well as summarizes the problems of equal access to basic public service and rural public service respectively. Secondly, the paper conducts a comprehensive analysis of a series of issues on the supply of basic public service in rural areas, including the situation and causes of non-equalization of rural basic public service, as well as the necessity and feasibility of equal access to basic public service in rural areas. Thirdly, there is a key part of the paper, it analyzes three aspects, such as implementation steps, paths and measures of equal access to rural basic public service. Finally, case of the rural areas in Inner Mongolia Autonomous Region, this part summarizes the current supply of basic public service in this area, analyzes the existing problems, and then proposes the operational measures to achieve the equal access to basic public service. I hope that through the research, this paper provides a useful reference for the government on how to play the leading role in achieving the equal access to basic public service in rural areas, and then in order to advance the process of building service-oriented government and new socialist countryside.
