This inequality is due to the market failure and government failure as well as civil society disqualification or a combination of all three. In the long term, improve the environment services will promote economic development, economic development also can provide financial and technical support to achieve the equalization of basic public services in the environment. This study use AHP and arithmetic weighted average method through the acquisition, selection and integration of valuable and comprehensive raw data, which has a comprehensive assessment of the process which from 2004 to 2013 year of equalization of basic public services in the environment of nine cities in Fujian province. At the same time, estimates the environmental efficiency of nine cities in Fujian province from the macro point of view by selecting the index data, analyze the changes trends of environmental efficiency, determining the existence of input-output difference around the cities.
