With the wave of global aging, how to provide for the aged has become increasingly important. The home care, the social care and institutional care has been gradually not adapt to the rapidly growing old-age needs. Mainly in the cities, home care is undoubtedly a heavy burden for the "four-two-one" and "four-two-two" family structure-based. At the same time, a large proportion of aged person lived in "empty nest" families in the city, because their children away at school or work, some of them lost their children or partners. These elders from the "empty-nesters" are needed to address the old-aged problem urgently. "Community services for the aged people" is based on family and community. After decades of development, Aged in Urban Communities in China has made great achievements and has accumulated a lot of experience. The research on community home care service for older people is meaningful in China. The elders can enjoy a quality of services from the community without stay away from their familiar community. So that the elderly people can spend their remaining years better.Looking abroad of the major developed countries such as the United States, Britain, Japan, represented by its developed community services for the aged people. The theories and practical experiences on the elderly are rich in these countries, which have a great inspiration for us. This paper summarized the prevailing old-aged theory at home and abroad, explored how to build the Framework of urban community home retirement services in China. The paper analyzed some examples of urban community home retirement services from part of city in China, summarized the advantages and disadvantages of them. The goal of this article is make some comments and Suggestions to improve our urban community aged care services.We'd better to meet the needs of the elderly in order to build the model of urban community home retirement services as soon as possible.
