Li minonity villages retain more primitive social structure than others, it is worth exploring the influence of the social structure for today's village governance, or what should be apprehended and referred. In this paper, the author take bianwen village in Qiongzhong County as research object to outline the history and reality of li village governance.Li minonity is the earliest inhabitant of Hainan. Before the founding of the People's Republic of China, bianwen village belonged to the typical System of co-mu area. For a long time, because of the restrict of the closed natural environment, the central government authority had little impact on it. The adjustment of social relationship and community governance was mainly relied on the folk traditional social organization and rules. Social organization reflected the blood, ethnic, local and private autonomy characteristics.At present, there is only one "Wang" clan live in bianwen village. However, part of villagers'ancestors were surnamed "Ji", and they changed to "Wang"in respect of WangGuoxing, since WangGuoxing joined the qiongya column. The traditional social organization in bianwen village has vanished but the family organization, as well as the sense and consciousness of family still exist and play an important influence. Since the founding of the People's Republic of China and the liberation of Hainan, the govemance structure and social organization in bianwen village has undergone earth-shaking changes. The current governance structure and social organizations in bianwen village are the villagers 'meetings and representatives meetings, village committee, party branch, youth corps, villagers' group, etc. They play their functions and form the resultant force of village govemance. While the village social organizations change, its social political, economic and cultural conditions are also changing. State power has intervened in the social life of the village more than the past, and the village's economic structure is more optimized and progressive; It's culture types are also increasingly diversified, such as local, exotic, traditional, modern culture. Where is a society, there will be disputes. In order to solve the villagers'disputes effectively, The country and bianwen village have made some corresponding arrangement in culture, system and technology. Disputes can be divided into dominant and recessive, dominant disputes are generally submitted to the village cadres or related state organs and agencies in order to make it widely known; however, recessive disputes generally will not be submitted to the public organization for self-esteem or emotion. They will be solved by villagers themself or be solved in family or internal family.One of the characteristics of the Chinese farmers' action is to emphasize ethical and blood relationship. Since modem times, however, the rural traditional ethics and blood relationship has taken great changes for modern factors have created impacts on native society. The difference between farmers' identity and operations units has caused differences in the internal logic of rural governance, caused the differences in top-down rural policies, law and system mechanism and consequences in rural practice process. In this paper, being based on the action of Li minonity farmers, ancient and modern village governance structure are expounded separately. And its significance is not only reflected in filling the blank in the study of li, but also offering reference for the construction of Hainan international tourism island.
