Response Study Of Mass Emergency In Suburban Land Development

As China's socialist modernization construction driving into the period of rapid development, the urbanization construction has entered the fast lane, suburban areas have become the first to develop, a large number of suburban rural lands have been occupied, and the scale of landless peasants is increasing. Because laws and regulations in China lag behind the economic and social development, reform of political system is slow, the discretion of local government is increasing, and the ideology of selfish departmentalism in individual local government influence and other factors, result in the violation of legitimate rights and interests of landless farmers in the process of suburban land development, some of the vested interests are distributed unevenly, which have intensified social conflicts and problems in rural areas, even led to mass emergencies in some places, that not only affected the local social stability and economic development, but also to some extent had a negative impact on the construction of harmonious society and market economy.There appeared some mass emergencies in the process of Luonan development. Based on the analysis of mass emergencies in the process of Luonan development, this thesis put forward some countermeasures on how to effectively deal with the mass emergencies in the process of suburban land development, such as improving relevant legal system of land expropriation in our country, completing social security system of land-lost farmers, expediting grassroots farmers'interests appeal channels, strengthening law-popularizing education in rural society and crisis management construction of grassroots government, enhancing the law enforcement team construction.
