Study On The Administrators' Educational And Training Modes Of Shanghai Police Agencies

The Party's 17th Congress clearly states that continuous efforts should be made to train administrators on a large scale and bring into full play Party administrators'colleges, administrative colleges and administrators'colleges in order to improve their quality. This is the strategic decision our Party has made by scientifically analyzing new tasks in the new situation and the new requirements for administrators'training, which is significant to the cultivation of high-quality administrators and development of socialism with Chinese characteristics. Since 2000, Shanghai Public Security Bureau has indulged in education and training of Shanghai police administrators in view of Shanghai characteristics and actual needs.This paper introduces the history of the education and training of Shanghai police administrators and present training level, analyzes, studies its educational and training modes and comes to the conclusion that nowadays Shanghai is ranked first in China in terms of administrators'education and training. But with situation and tasks changing, educational and training modes need to be reformed and perfected.By studying and comparing police training, especially administrators'training at home and abroad, this paper makes a conclusion that the training of Chinese police agencies only targets field unit administrators and covers only policing expertise. The training of their leadership and quality mainly depends on local Party administrators'colleges, moreover, the number is limited and training is not systematic. At present all other police agencies in China have not yet conducted research into the administrators'training modes, that is, the modes of how to carry out systematic training in view of their level, ability and jobs.Through observation, interview and questionnaires, this writer has made investigation into the present educational and training modes of Shanghai Police agencies, analysis of and research into the training mechanism, forms, contents, teaching approaches, examination and objects, finally, puts forward measures and methods to reform and perfect them.
