This dissertation is a study on the Provision of Public Service Capacity of Local Authorities from the perspective of Modernization. Through in-depth defination of Public Service Capacity of Local Authorities, this dissertation reaches a normative contention of the relation between Modernization and Provision of Public Service Capacity of Local Authorities, and builds the logical starting point and the analysis foundation. Using measurement test method, this dissertation testifies the mutual effect on Modernization and Provision of Public Service Capacity of Local Authorities in Chongqing city, and reveals the influential factors and mechanism of Provision of Public Service Capacity of Local Authorities. On this basis, this dissertation establishes strategic ideas and realization paths for Provision of Public Service Capacity of Local Authorities in Chongqing, and finally puts forth the corresponding policy proposal.I. Main contentsThe dissertation is composed of six parts. Part 1 is an introduction:to locate and define the issue, build research objectives, contents, ideas and methodology. Part 3-4 covers the empirical study:Part 3 analyzes the current status of Chongqing modernization and Provision of Public Service Capacity of Local Authorities and their interaction; Part 4 is an empirical analysis of the influential factors and mechanism of Provision of Public Service Capacity of Local Authorities in Chongqing. Part 5-6 is the strategy research:Part 5 establishes strategic ideas and realization paths for the Provision of Public Service Capacity of Local Authorities in Chongqing; Part 6 reaches the research conclusions and puts forward strategic proposals.â…¡. Basic conclusions1. As an indispensable component of Local Authorities Capacity, Public Service Capacity of Local Authorities is an organism, which is composed of Local Authorities, Public Service and Government Ability and presents a series of characters:publicity, service, growth and limitation. Under the existing national constitutional system, with the demand of social public interests as the orientation, the public power as the guarantee, the collocation of public resources as method, the so-called Public Service Capacity of Local Authorities means the intrinsic characteristics, resources and energy of Local Authorities when it provide a variey of tangible or intangible public goods and service citizens-oriented fairly and generally. In terms of authorities functions, Public Service Capacity of Local Authorities has been one part of Local Authorities Capacity, and possesses features of publicity, service, growth and limitation.2. There exists a 2-way mutually causal relationship between Modernization and Provision of Public Service Capacity of Local Authorities in Chongqing; Modernization plays the obvious role in promoting itself and Provision of Public Service Capacity of Local Authorities, while, to some extent, Provision of Public Service Capacity of Local Authorities plays relatively weak role and delays itself. This dissertation, with the aid of the measurement methods, analyzes the statistical data in 1996-2009 in Chongqing and then proposes that:Modernation has a strong self-promoting effect; but the response of Modernation to one standard deviation innovations presents gradually increasing trend by the time owing to the limitation and growth of Public Service Capacity of Local Authorities. In contrast, the Public Service Capacity of Local Authorities has cumulative effect on the standard deviation impulse from itself. The peak value in the total effect of its impact decreases, but still maintains a positive effect; and the impact from Modernization have long-term positive effect.3. Provision of Public Service Capacity of Local Authorities in Chongqing is a complex process in which various factors interact and integrate; meanwhile, it is a consolidated result of factors including economic development, financial expenditure, industrialization, scientific and educational progress, public spending preferences and urbanization and so on. With the regression analysis based on principal component, through the variable fitness test and parameter estimation, the results show that:for the Provision of Public Service Capacity of Local Authorities in Chongqing, the economic development and financial expenditure provide economic base and financial guarantee; fixed assets investment and cultural and educational level of residents have been sustainable drive; industrialization is a core content of the first Modernation and lays material and technology foundation indirectly; urbanization and industrial structure adjustment have an unsufficient promoting functure; the impact of public spending preferences is not significant.4. Provision of Public Service Capacity of Local Authorities in Chongqing should take the main route embodying an improvement in the mechanism of Public Service expenditure, an innovation in the system of Public Service Provision, and an optimization of government regulatory capacity, which is required to be advanced co-ordinatedly. Through advocating participatory political culture, to nurture the spirit of active citizenship and enhance the social responsibility of citizens, focusing on the means by which farmers and low-income groups in cities and towns participate in the activities in their attempts to expand the channels for citizen participation.4. To accelerate economy growth, promote the development of industrial clusters, adjust and optimize industrial structure in order to urge the transformation of way of economic development and the improvement of economic competitiveness. Meanwhile, to establish the mechanism for industrial collaborations in the "One Circle and Two Wings" areas so as to realize coordinated development.5. To improve the legal system associated with public service, keeping the Provision of Public Service Capacity of Local Authorities further into the orbit of legalization and institutionalization.
