The governmental information disclosure has become the "first planned function" of the majority of government websites and is the most important function with regard to governmental performance evaluation. That the public is content with the information service provided by government websites is the most important mission and ultimate goal of the government websites. Therefore, it is practically significant to appraise the degree of governmental information disclosure from the perspective of public satisfaction. However, the previous research methods are usually applied from the viewpoint of government, and this is unfavorable for the government websites to improve and perfect their functions. Moreover, the previous evaluation always stops over simple technological evaluation, that is, there is no appraisal that takes into account the judgment of users.This thesis includes four sections. Section One discusses the relationship between governmental information disclosure of websites, e-government, and the construction of government websites, examines the importance and the significance of evaluating governmental information disclosure in websites. On this basis, the author briefly introduces the present relevant models and methods at home and abroad, elaborates on the user-oriented trend. Last but not least, this Section presents the formation and development of ACSI evaluation model. Section Two justifies the applicability of ACSI to the evaluation of Chinese government websites from the perspectives of present researches, political foundation, mass base, development trend and successful cases. Section Three introduces the first-principles of ACSI and examines the strength and weakness of ACSI in practice. Based on this analysis, the study modifies ACSI so as to form a model that is more suitable to evaluate website information. Section Four is the empirical part. The author analyzes the correlation of variables, further modifies ACSI and obtains the final ACSI model. In addition, the study adopts ACSI to analyze the satisfaction of users in terms of the information disclosure of Nanjing government website. On that basis, the research applies the analytical method of two-dimensional quadrant to directly display the survey results.Due to the above mentioned research gap, this thesis first reviews status quo of evaluation of governmental information disclosure in government websites. For the purpose of justifying the applicability of ACSI evaluation model to the governmental information disclosure, the study modifies ACSI and conducts an empirical study over Nanjing government website. Hopefully, as a relatively mature and authoritative international evaluation method, ACSI can be paid more attention to in terms of the evaluation of governmental information disclosure. The significance of this study lies in that it borrows ACSI into the study of information disclosure of governmental websites. Moreover, it has constructed a pilot ACSI model, which can be applied to the study of information disclosure of governmental websites. Adopting various statistical analysis approaches, this research is supposed to provide a reference model that is applicable to the degree of information disclosure of governmental websites.
