Research On Administrative Supervision In Responsible Government Construction

Responsible government construction is the value-orientation and important goal for the administrative system reform in China, but also is the social and civics' requirement to the government functioning since the reform and opening up. Although the construction of responsible government has made some achievements, and still continues to improve, but inevitably, there are still some problems and deficiencies in responsible government itself. In the many factors that cause these problems, the defects and imperfections of our administrative supervision system is one of the most important aspects. This requires responsible government construction must support effective, more comprehensive system of administrative supervision, strengthen the supervision to government and its civil servants and increase the effective constraints of executive power on the strength. Recent years, unifying the power and responsibility, and exerting effective supervision over the main role of power has been generally recognized by the government and people, which also have been done some academic research and made a lot more interesting points of view. Undoubtedly, these will play a guiding role for solving the practical problems of existing system of administrative supervision and improving the responsible government construction in theoretical and practical aspects.This paper consists of five chapters. The first chapter described the basic content of administrative supervision and responsible government and related concepts, reviewed domestic and foreign direct and indirect related research of administrative supervision and responsible government. The second chapter introduced some relevant theories of administrative supervision and responsible government, such as "popular sovereignty", "responsible government" theory and "good governance" theory, and included the meaning of theory and significance to this article. The third chapter analyzed the status and main issues of responsible government from the perspective of administrative supervision, introduced the administrative supervision and the deficiency in responsible government construction and tap the deep reason of deficiencies. In the fourth chapter, by choosing Sweden, Singapore and the United States three countries as typical and representatives, the author discussed administrative supervision systems and mechanisms in these countries for responsible government construction. By comparing the beneficial practices of these countries, we can come to some inspirations for improving our administrative supervision and responsible government construction. On the basis of analyzing the problem above, the fifth chapter some strategic measures to complete administrative supervision in the responsible government construction are suggested, including strengthening the related laws and regulations construction and system completion, establishing coordination mechanisms in the supervisors, ascending supervisors' professional level and comprehensive quality, intensifying the supervision of social forces, and so on.
