Since the "SARS", accountability and supervision both in the regulations and in practice have a great progress, the government accountability system has been basically formed. But from the current point of view, the accountability system of China still exists many problems in theory and practice. The previous cases, mostly on the officials of dereliction of duty or breach of privilege. Analyzed from the deep level, because at this stage has not formed the normalization, standardization, legalization of accountability mechanism. For example:the legal system is not perfect, the imperfect system, the scope of administrative accountability is not clearly defined, lack of accountability of administrative culture, the administrative idea is backward, the government’s response to the low transparency; and there are random and emotional in the process of accountability, caused the phenomenon of accountability elasticity and so on, not only limited the role of accountability, the accountability become a mere formality, and even the seriousness and credibility of accountability system are questioned by the public. It has seriously damaged the image of the party and government, reduces the credibility of the government. Therefore, to accelerate the reform of the administrative system, it’s necessary to discuss these problems, find countermeasures and further improve the implementation of the accountability system. It also has very important guiding meaning to realize the goal of building the law government, the service government and the responsible government.This thesis will be based on the new public management theory, social contract theory and the principal-agent theory, analysis of the implementation of the current status of the administrative accountability system in China, clear the urgency and necessity of further perfecting the system of administrative accountability. Then, with through the analysis of several typical cases, deeply analyzing the existing problems in the domestic administrative accountability system. This thesis argues that the main problems involved in the legal system, within the scope of administrative accountability, administrative accountability procedures, administrative accountability culture, external supervision report system etc.. This paper studies the development experience of the western countries of the accountability system, has carried on the summary and reference. Based on the conception of a scientific, effective administration accountability system in the future, puts forward the related countermeasures to the development of China’s administrative accountability system and to research. Such as perfecting legislation and supporting system construction, normalized the scope of administrative accountability, scientific accountability procedures in our country, the construction of administrative accountability culture, promote diversified supervision report system.
