Research On Inter-regional Equalization Of Basic Public Services In China

Equal access to basic public service is the social economic product when the society reached to a certain stage. It is the inevitable requirement of contemporary justice theory in public service too. World scale, the theory and practice of sharing basic public service are the earliest start in western countries. On the one hand, the western countries developed market economy provides the necessary material foundation for equal access to basic public service; On the other hand, it is because of the continuous evolution's theory of justice has profound influence of generalized allocation problem. In western countries, because government financial mainly used for basic public service supply, so those concepts can be alternative. By contrast, China paid attention to equal access to basic public service attention in recently years. After the thirty years of reform and opening up, the economy in China lays the necessary material basis for equal access to basic public service; On the other hand, constantly expand the income gap and the disorders of development, which also strengthened the imbalances of the equal access to basic public service.The realization of the equal access to public service has to rely on finance and system. Considering the basic public services extension widely, this paper will mainly focus on equal access to basic public services in regional level. Based on the administrative management and public finance perspective, from the equal access to basic public service concept and realistic basis of panel data, this paper analyzed the influence factors of inequality. The results show that the region's economic development level, dual system between country and city, central transfer payments and local financial scale, are all the factors affect the basic public service in regional level.Nowadays, Major developed countries have stayed the equal access to basic public service reform and perfect stage, but our country is still in equal public services system construction stage. By researching the basic public services in developed countries, it is concluded that the practice analysis relevant inspiration to be used for reference. The common practice of equal public services in developed countries shows that equal public services has the same system foundation and basic principles. According to specific circumstances different countries take different policy is worth exploring. According to specific conditions in China, it has to ensure the equal access to basic public service sustainable implementation. The implementation of the equal access to basic public service first should follow justice and efficiency principle. Secondly, it should adhere to the market economic system. Finally, it should focus from the public finance system, transfer payment system norms of strengthening the equal access to basic public service system construction, and also note the interaction between the various system coordination and cooperation.
