The civil servants appraisal system as one of the important system of civil servicemanagement, assessment standards and content appropriate and reasonable, examinationprocedures and results of fair and equitable concerning the orderly operation of the entire civilservice and a virtuous circle. This paper investigated the changes of L provincial civil serviceappraisal system based on the construction of the system failed to form a comprehensivetheoretical system, in practice, operational aspects still needs to be improved. So, dig theproblems in the civil service examination system changes, and as far as to proposecountermeasures is particularly urgent.This article is divided into six parts. The first part is the background and significance ofthe introduction, the civil service appraisal, the literature review, innovation, ResearchMethods and Thesis framework and the innovation and inadequacies. Second part of theconcept. Introduces the concept of the concept of civil servants, civil service appraisal system,and efforts to explain the connotation of Douglass North’s Theory of Institutional Change,behavioral assumptions, the dynamic mechanism, transaction costs and path dependence, andtheoretical preparation for the analysis of L provincial civil service examination systemchanges. The third part describes the historical analysis of the L provincial civil serviceappraisal system changes the policy change, focusing on analysis of the content and basiccharacteristics of the current civil service appraisal system in the province. The fourth part ofthe theory of institutional change as a framework, in-depth analysis of the problems and theircauses L provincial civil service appraisal system changes. The fifth part, from the clearscientific value, and enhance the effective power to reduce transaction costs and optimal pathselection in four areas to explore countermeasures to solve the problem of L the provincialcivil service appraisal system changes. Part VI, rational assessment of the significant value ofthe civil service appraisal system of political reform and social transformation, and to predictthe direction of its further development.In this paper, literature research method and analysis, Douglas North’s Theory ofInstitutional Change for the analytical framework to study the changing course of the Lprovincial civil service appraisal system, analysis of a range of issues faced by the Lprovincial civil service appraisal system since the founding of new China, which grasp thekey points to speed up the reform and innovation of the civil service appraisal system, in order to effectively promote the transition of administrative functions and service-orientedgovernment construction. Visible changes in trajectory to solve the civil service appraisalsystem has very important significance.The article is supported by institutional change theory, adopting literature research andcomprehensive analysis to study the changes process of civil servants appraisal system in Lprovince, analyzing a series of questions of civil servants appraisal system in L province sincethe founding of new China, grasping the key points, speeding up the reform and innovation, inorder to effectively promote the transformation of administrative function and construction ofservice-type Government. Therefore, studying and resolving civil servants appraisal systemvicissitude path has a very important significance.
