With the rapid economic development and social progress of China, the government is turning from management-oriented government to service-oriented government. The government is supposed to provide better public service to fulfill increasingly strengthened subjective consciousness of the citizens. To build a service-oriented government is one of the main purposes of the reform and improvement of China’s government, which puts forward a higher demand for the ability of civil servants. Thus, to strengthen and enhance the ability of civil servants is the requirement and the substance of building service-oriented government.This paper made a study to the ability of civil servants of Gannan Tibetan Autonomous Prefecture. From the perspective of service-oriented government, it elaborated the requirement for civil servants to build a service-oriented government, and enumerate the deficiencies in capacity-building of civil servants in Gannan Tibetan Autonomous Prefecture. The main problems including, the insignificance of awareness and confidence to build a service-oriented government, the deficiencies in the ability of document writing, using computer and language, and the imperfectness of the system of training, assessment and promotion of the civil servants. Then it made further analysis to the constraints of the capacity-building of civil servants in this region, including the uncertainty of standard of capacity-building, the influence of environment and the shortage of related system. At last, learn from the experience of capacity-building of civil servants of developed countries, the paper made some suggestions to reinforce the capacity of civil servants in this region in the context of service-oriented government. The civil servants of this region should strengthen their ability of speaking, writing, doing and learning, meanwhile, they should be provided with more chances to be transferred and trained. Also, the systems of training, assessment and promotion are expected to be improved.
