Vigorously promoting the informatization of national economy and society is an important measure of the overall modernization. The community informatization is playing an increasingly important role as a focus of social informatization. Although community informatization has made remarkable achievements, which makes the capacity of community management and public service rapidly increase, however, it should be recognized that the potential of the community informatization has not been fully tapped, especially in vast rural areas; the rural community informatization management has had a big gap with urban community. For a long time, the construction and development in rural communities has dropped behind in the urban. Construction and management of the informatization in rural communities which possess the majority of national population is practical needs to narrow the urban-rural digital divide, to plan urban-rural dual structure as a whole, to promote the socialist new rural construction and achieve the goal of constructing moderately prosperous society in an allround way.Based on advanced informatization management experience in foreign communities, combining with situation and problem on informatization management in domestic rural communities, rural communit -ies informatization management are divided into three types of the peri-urban village community mod -el, the important village community model and the community model of traditional village community. Community resident investigation was carried out in 33 rural experiential construction communities, current situation and problems of rural communities was analyzed. Satisfaction evaluation model of informatization management was constructed on the basis of consumer satisfaction model. Three different types of information management in rural communities were analyzed by factor analysis method. The main results as follows:1. Generally, informatization base is not perfect, the application of informatization is not enough, the participation of residents is low, the mechanism of community informatization is not perfect, and the practice of community informatization cannot meet the needs of the residents'informatization services in rural communities.2. he influence coefficient of the community resident satisfaction is service item , service efficiency, community volunteers, community training ,and the level of residents informatization knowledgement. The influence coefficient of community service item is 0.305, the influence coefficient of community service efficiency is 0.207, the influence coefficient of the impact of community volunteers is 0.123, the influence coefficient of community training is 0.054, the utilization of community service center Coefficient is 0.061,and the level of residents'informatization is -0.034.3.The most important factor of the peri-urban village community is the resident participation factor, followed by the service of informatization factors, and the third foctor is informatization infrastructure. Influential factor of the important village communities is mechinisism factor, service factor and informatization base. The most influential factor of traditional village community is the service of informatization, followed by informatization application, and the last one is informa tization base. 4. The choice of informatization management model of rural communities should follow principles of unified platform ,integration of resources, centralization and share of resources, safe and convenient, to meet the informatization management needs of the residents, informatization management systems of rural communities tries to integrate all types of mature information terminal business through integration of existing business platform , so that residents can enjoy the convenience of "one-stop service" to maximize solve the bottleneck problem in information transmission.5. Policy recommendations were proposed as follows: firstly, to enhance the informatization infrastr -ucture level in rural communities; secondly, to improve the information mechanism service system; thirdly, to improve the quality and level of community service; fourthly, the construction of community informatization management should meet the local conditions; finally, to build the residents-center informatization management model in rural communities. |
