In this times when rural communities are developing and prototyping, the communityculture has given a great deal of improvement to the spiritual and cultural life of peasantmasses and community cultural management in countryside also shows a steady increase inthe gratifying situation. However, in the nationwide construction of new countryside, there arestill a lot of problems such as the shocking inadequacy of government funding and unevendistribution of cultural resources and infrastructure and so on. Starting from ChengyangDistrict of Qingdao where communitization is developing fast, this article is a detailed paperon culture management of Chengyang’s rural communities in the form of surveyquestionnaire.This article is based on Humanistic Theory of cultural management theory and LocationTheory of community management. The article firstly distinguishes the two concepts betweenCulture Management of Rural Communities and community cultural construction incountryside and considers they have the same theme, cross content and composing, mutuallyfunction. At the same time, the article discriminates the gaps between them about concept,focus and evaluation criterion and in that way the error of disguising replacement of conceptcan be avoided, which helps deeply to discover the law of culture management of ruralcommunities.This article is divided into four chapters. The first chapter is introduction, which definesmany connotations and characteristics such as culture management of rural communities,summarizes the theme into six parts and proposes two theoretical basis——HumanismTheory in Cultural Management Theory and Location Theory in community management; thesecond chapter describes situation of culture management of rural communities inChengyang District with the situations of it; the third chapter analyzes and expounds indetail the problems and causes for the subject from the institutional mechanism, financialinvestment and talent strategy, etc; the fourth chapter proposes countermeasures of furtherstrengthening the culture management of Chengyang’s rural communities from six aspects:firstly, establish scientific and strong organization system and form a unified managementnetwork; secondly, carry out the operation system with high degree of autonomy and activemarketing and reduced the disadvantage of inefficiency; thirdly, ensure a adequate andeffective financial investment system and a solid material foundation for scientificmanagement; fourthly, build a vibrant and creative talent strategic management system; fifthly,provide distinctive and progressive cultural products and resources; sixthly, establish anevaluation system and effective incentive mechanism to enhance work efficiency.
