The Study On The Construction Of The Citizen Education System

The citizen consciousness education has been a study interest and popular issuesfor the domestic scholars since the seventeenth Communist Party of China NationalCongress. Strengthening the civil consciousness education is a reaction against thecertain request of the Socio-economic and political development. And it’s also a needto turn the Ideological and Political Education into the modern transition. In order toimprove the quality and effect of the ideological and political education, and promotesocialist democratic politics and the comprehensive development of man, this paperwill solve the problem how to construct a set of scientific and reasonable citizenconsciousness education system.It’s a basic work to clarify the relational concept for solving this problem. Thewriter thought that the citizen not only means a citizen identity, a kind of qualification,but also much more means a kind of qualification, a consciousness through thedimensions of historical development of summarizing the concept of citizen. Ourcountry citizen consciousness includes three levels: the basic level includes nationalconsciousness, moral consciousness, and legal consciousness; the core levels, includesthe rights and obligations of consciousness, democratic consciousness, andparticipation consciousness; the outspread level, namely socialist consciousness.Through hard hackling work between the citizen consciousness education and thecitizen education, and the ideological and political education, the writer thought thatthe citizen consciousness education was the core part of the citizen education, and it’sthe new fields of the ideological and political education.Closing the door and studying on citizen consciousness education is not feasible.Therefore, it’s necessary for summarizing the education experience at all times and inall lands. The citizen consciousness education is quite representative in the UnitedStates, Germany and Singapore. Their experience is: to create good citizenconsciousness education environment; cultivate our citizen culture; widen educationchannels, attend the recessive education; develop traditional culture, and implementeducation combining our national case. It had provided some important referencemeanings in the moral education in ancient China, the civil consciousness of moderneducation, especially the citizen consciousness education since the founding of our country. It needs some adjustment and innovation on the environment construction,the goals and contents, principle and approach, and assessment for the previousideological and political education. The idea of the adjustment and innovation is toconstruct a scientific and reasonable system of civic consciousness education.Construct the system of our citizen consciousness education. This is the core partof this paper. It expounded the significance of the construction of the citizenconsciousness education system. And it explored the scientific and reasonable systemof civic consciousness education for four aspects, namely the environment, the goalsand contents, the principle and the ways, and evaluation. Environment: It discussedthe citizen consciousness education environment construction from both macro andmicro perspectives. Target and content: It mainly focused on how to cultivate thequalified and active citizen, and it paid attention to the content of the socialistconsciousness education and the goal of culturing cosmopolite. Principle andapproach: It put forward the principle of the direction, people oriented and adapting toone’s life, and it expounded the ways of bringing the citizen consciousnesseducation into the national education system, the ideological and political educationsystem and lifelong education system etc. Assessment: It focused on the assessmentprinciple, assessment index system, and assessment means, and it preliminarilyconstructed the assessment index system which included the citizen knowledge,citizen ability, and citizen attitude.
