One of the most important aspects is the construction of democracy at the grassroots level. So citizen awareness provide important guarantee for the effective implementation of the law, is the internal motivation to promote national rule of law construction.The degree of development of citizen consciousness has become one important indicator of the level measuring the rule of law in a country.Citizen consciousness is relatively weak in our country, however, its reason is various:the feudal autocracy, officer of the formation of this thought has restricted the civil consciousness; The lack of citizen education restricts the formation of citizen consciousness; Small-scale peasant economy, acquaintances society environment restricts the formation of civic consciousness. Since China’s reform and opening up, with the establishment of the socialist market economy in our country, the steady development of the socialist democratic politics, the country become open to the public, the civil consciousness as social members generally has improved. Not only reflected in the concept of civil subject of self-perception, but also about the growing of the awareness of rights and obligations. Especially with the deepening of political and economic system reform, the Internet and other new social public spaces increase, the present society is becoming more open and transparent, civil rights demanding is increasing, group events can reflect that the present civil consciousness is gradually developing and reflected on the civil action in society issues. As a connection between the citizen and the state, the rule of law is an important guarantee of citizen consciousness development. To this end, we can promote the construction of civil consciousness in our country by the following several aspects:first, in-depth development of the socialist market economy, to create freedom, equality, the social environment of fair competition, which provides the economic basis for the development of civic consciousness; Second, strengthen the construction of democracy at the grassroots level, perfect the mechanism of citizen participation, promotion of public awareness in practice;third, consolidate the social foundation by strengthening social groups integrate social forces to promote social diversity; Fourth, citizen education enterprise development, to cultivate citizen consciousness to provide cultural quality guarantee; fifth, reasonable the using of network as public space to broadening and guiding citizen’s political participation and democratic supervision. Civil consciousness and the rule of law construction in China still have a long way to go, we must attach much importance to the modernization of the rule of law to the citizens of all members of society in the process of remodeling consciousness awakening, integration of the citizen’s moral philosophy and legal belief, accelerate from traditional subjects thought to modern citizens of role transformation, so that the inner of fair value idea and behavior all members of society to the legal system and legal norms, and consciously safeguard the rule of law order and use the rule of law to maintain their own interests and the social harmony and stability, so that the "paper of the law" into the "living law", to promote the construction of rule of law in our country.
