Service Government Perspective New Public Cultural Service System In Rural Areas Research

Government work report of Premier Wen's in 2011 that "the effect of culture on the state of the nation is deeper and longer. Enhancing national cohesion and creativity ,we should meet people's diverse and multi-level needs of culture, develop cultural to lead the society, educate the people, promote the development."However, the situation of our country cultural development isn't balance. Relative to the field of operating culture, the field of public culture is very weak, and the construction of public cultural conditions in rural areas is more worrying, there is insufficient supply of public cultural products, operational efficiency is not high, the level of management lags behind and other issues. In this year's report of government also stressed that "to enhance the supply of public cultural products and services, with emphasis on strengthening the central and western regions and urban and rural grassroots cultural infrastructure, continue to implement cultural projects of benefitting people." In order to effectively provide public cultural products, improve people's cultural quality and enjoy the high quality of rural public cultural services, the state proposed the development of public cultural service system, showing the importance of rural public culture.For now, building rural public culture has a large advantage. At the first China has basically completed the change of a planned economy to a market economy ,the sense of the market economy has already be in people's mind, the choice of a variety of public cultural products provide the possibility of supply. Secondly, with the country's economic strength has increased considerably, we are in "industry nurturing agriculture stage ".With financial support, the rural public cultural service system could have a" leapfrog development ".Thirdly ,national cultural development of public policy also support this weak foundation for public cultural service system in rural areas has a positive role in promoting. Seizing a rare opportunity to build the rural public cultural service system is important for reducing urban-rural gap ,building a harmonious society and enhancing national soft power.This paper is guiding by Marxist theory, and uses the method of combining literature studies, questionnaire survey and summarized under the view of service government in Fujian Province. .With analysising on achievements and the present difficulties of public cultural service system in rural areas ,I find the cause of the problem and give reasonable suggestions to improve from the cultural system, supply system, team, capital investment, infrastructure construction, information services.
