Research On The Safeguard System Of Government Purchasing Public Cultural Service

Government buying public cultural service is an important safeguard mechanism of deepening the reform of the cultural system,improve the efficiency of cultural services,and it is also a form of providing public cultural service to citizens through socialization mechanism,in order to do a good job,the experience of public bidding and market competition mechanism of enterprises could be introduced into this field,push forward the government's purchase of public cultural services in a comprehensive and smooth way from following aspects,that is,do pilot work in advanced cities,improve the management system,strengthening the cultivation of cultural social organizations,opening up the source of funds,strengthen social supervision and government supervision,strengthen service measures,build up and improve the protection mechanism.So,through the summary and analysis of the relevant theoretical literature,based on the practical experience of some pilot areas,the combination of the theory and the theory of the collision and inspiration of scholars,the author constructs a framework of government purchasing public cultural service guarantee mechanism in line with China's national conditions.First of all,the author introduces public cultural services,government purchase of public cultural services,government purchase of public cultural service participation and supply mode,actors,processes and steps theory,and combined with the government buying public cultural services,public cultural service system establishment and the construction of the overview of related theories,come up with my own conception related to safeguard mechanism of government buying public cultural service,filled with six aspects:special input and guarantee of financial funds,policy system guarantee,management guarantee,legal restraint and government purchase content and buying way;next,the author analyzes the practical experience of Beijing City,Wuxi Cityof Jiang Su provice,Chongqing city,Ningbo city of Zhejiang province to find out the commonness and deficiencies of the government in the purchase of public cultural services.Finally,through the combination of theory and practice,the author constructs a set of government purchasing public cultural service guarantee mechanism construction system,it is the core part,through four major aspects of economic security,institutional guarantee,legal protection and management to improve the government purchase of public cultural services.
