Research On The Countermeasure Of Our Government Image Restoration Under The Background Of The Public Crisis

This is a crisis around era. The crisis caused by high uncertainties and complexity because of the rapid environmental changes blocks the development process of the society. How to properly dispose of the crisis gives the great ordeal to governing capacity of every country. As an important part of public crisis management, the government image restoration plays a role in averting negative influences, repairing and promoting its own image functions. It is one of the important government's appeals to the public crisis. Therefore, this thesis aims to research on how to restore the government image under the public crisis and then has certain practical significance.In this thesis, the author firstly defines the basic connotation of the government image and the public crisis and divides the image of the government into three layers:strategy layer, behavior layer and representation layer. Then the author summarizes the characteristics of the government image, introduces the essence of the government image and the system composition and corresponds the objective process of the government image formation and its concept levels. Furthermore, this thesis introduces the basic theory in the research and its relevant inspirations.In exploring the restoration of our government image under the background of the public crisis, the thesis begins with the Sanlu milk powder, thinking the problems and then sums up the problems existing in strategy layer, behavior layer and representation layer of our government image restoration under the current public crisis.The core of the thesis aims to explore the countermeasure of our government image restoration under public crisis. Following the principle from special to general, the thesis selects Zhouqu catastrophic landslides event of Gansu province as the research object and then summaries the experiences of our government image restoration under public crisis by analyzing the actions of our government in the event.The thesis tries to analyze the specific case and explores the general strategy which conforms to the practical requirements from special to general. This thesis introduces the systematic idea to study and considers government image restoration as a system. In the system process, the government image restoration has to experience four jointed cycle processes:set target, match the context and the countermeasure, specific implementation, carry out actions and control and correction. Therefore, in the action of the countermeasures of the government image restoration, we should follow the rules step by step.The thesis has its own inspirations:firstly, in research orientation, the research object within the domain of the image restoration mostly concentrates on the individual and general organizations. But, in this thesis, the author tries to consider the government as the object of the image restoration research and then enriches the image restoration theory in certain degree. Secondly, in research method, one the one hand, the thesis brings the system idea into the government image restoration research and focuses on the countermeasures'completeness, systemic countermeasures and durability. On the other hand, the thesis combines the empirical study and theoretical research and analyzes the shortcomings and improving ways from special to general.
